Adroddiad i'r Aelodau Mawrth 2008


Mae'r adroddiad diweddaru hwn wedi ei baratoi ac yn adlewyrchu barn aelodau'r Grŵp Technegol o CHP.

Mae'n flwyddyn bellach ers i ni gyflwyno'n gweledigaeth i'r Clwb am ddatblygu Academi Hwylio fyddai'n ymgorffori'r elfennau craidd o'r busnes sef Angorfeydd i Gychod ar Ymweliad, Digwyddiadau, Addysgu a Hyfforddi.

Roedden wedi cydnabod ers amser bod y busnes digwyddiadau a hyfforddi wedi tyfu tu hwnt i gyfyngiadau a disgwyliadau cynllun gwreiddiol yr adeilad. Ein gobaith oedd sicrhau gwell adnoddau yn y Clwb fel y gallen ni ddarparu’n ddigonol ar gyfer galwadau presennol yr adeilad ac ar gyfer cynnydd yn y darpar ofynion. Roedd hyn yn cynnwys yr angen pwysig o ddarparu cyfleusterau addas a gwell ar gyfer ein haelodau.

Roedden ni wedi sefydlu cefnogaeth eang ar gyfer y datblygiad o fewn y gymuned, Cyngor Gwynedd a Llywodraeth Cynulliad Cymru. Rydyn ni wedi dangos bod y cynllun yn plethu nifer o bolisïau a strategaethau sy’n darparu ystod eang o gymorth a chefnogaeth ar gyfer yr argymhellion a’r cyfleoedd ariannu posibl.

Bu Grŵp Technegol, gyda chynrychiolwyr o’r holl fudiadau oedd yn cymryd rhan, yn gweithio i ddatblygu’r cynllun a’i symud yn ei flaen. Mae cynrychiolwyr Clwb Hwylio Pwllheli ar y Grŵp hwn wedi bod yn rhagweithiol ac, yn ystod pob cyfarfod ac ymgynghoriad, wedi ymdrechu i gadw at weledigaeth wreiddiol ein cynllun.

Comisiynwyd adroddiad gan Gyngor Gwynedd ar ba mor dechnegol bosibl oedd hi i ddarparu’r angorfeydd angenrheidiol i gychod ar ymweliad a’r cynllun pontŵnau. Dangosodd yr adroddiad bod y cynnig ynghyd â’r gwaith peirianegol sydd ei angen yn dechnegol bosibl. Yn seiliedig ar ein gweledigaeth wreiddiol, paratowyd briff gan Gyngor Gwynedd, gyda mewnbwn gan Lywodraeth y Cynulliad a’r Grŵp Technegol er mwyn i ymgynghorwyr baratoi cynigion am syniadau ar gyfer Academi a Chanolfan Digwyddiadau Comisiynwyd Marina Projects Cyf, cwmni sy’n arbenigo mewn datblygiadau glannau dŵr a marinas, gan Gyngor Gwynedd gyda chymorth Llywodraeth Cynulliad Cymru i ystyried pob opsiwn sydd ar gael ac 04/03/2008 i sefydlu hyfywdra’r prosiect. Cynorthwyir yr ymgynghorwyr gan Benseiri Morgan Carey a ymgymerodd â’r ailddatblygiad yng Nghlwb Hwylio Hayling Island.


Erbyn hyn, mae’r Grŵp Technegol wedi cymeradwyo ‘Datganiad o’r Weledigaeth’ a ‘Datganiad o’r Amcanion’ ac mae’r rhain yn amgaeedig. Anogwn chi i’w darllen er mwyn i chi ddeall amcanion pellgyrhaeddol y cynnig.

Yn dilyn cymeradwyo Datganiad o’r Weledigaeth a’r Amcanion datblygwyd nifer o opsiynau posibl: mae’r rhain yn amrywio o “peidio â gwneud dim byd”, neu ymestyn adnoddau presennol y Clwb hyd at godi adeilad newydd mewn gwahanol leoliadau. Mae tîm Marina Projects hefyd wedi gwerthuso pob opsiwn yn drwyadl a gwrthrychol yn ôl meini prawf y Datganiad o’r Weledigaeth oedd wedi ei gytuno.

Cyflwynodd Marina Projects Cyf ei adroddiad interim i'r Grŵp Technegol ar 13 Chwefror. Mae'n wirioneddol galonogol ac yn cadarnhau bod ein syniadau gwreiddiol yn werth astudiaeth ac ymchwiliadau pellach. Er gwaetha'r farn oedden ni wedi ei fynegi y byddai opsiynau eraill ynglŷn â lleoliad yr adeilad yn fwy addas ar gyfer y cynllun, mae Marina Projects Cyf wedi cyflwyno achos taer, ynghyd â rhesymegu dilys, y byddai'r prosiect ar ei elw drwy gael adeilad newydd i'r Clwb mewn lleoliad gwahanol. Maen nhw'n argymell adeilad wedi ei osod gyda pherthynas uniongyrchol â mynediad i'r traeth, gyda'r ystafell glwb ar y llawr uchaf i fanteisio'n llawn ar y golygfeydd dros y traeth a'r môr yn ogystal a thros yr Harbwr a'r marina. Dyma eu barn broffesiynol ac annibynnol nhw.

Rydyn ni'n gwerthfawrogi bod yr elfen hon o'r prosiect tu hwnt i'n mandad bresennol ac y gellid ei ystyried yn radical ond bydd iddo lawer o fanteision i'n haelodau a gallai roi sicrwydd ariannol i ni i'r dyfodol, ynghyd a ffynonellau incwm ychwanegol.

Mae Marina Projects Cyf wedi cydnabod bod yna farchnad ddigwyddiadau sylweddol yn bodoli eisoes a bod gan Bwllheli enw da yn y maes, yn arbennig am groesawu cystadlaethau dingis oherwydd manteision naturiol y lleoliad. Mae Marina Projects Cyf yn sylweddoli bod potensial i ehangu'r farchnad hon ond y byddai angen buddsoddi yn yr isadeiledd. Heb y buddsoddiad hwn mae'n bosib y byddai ein busnes presennol a'n cyfleodd posibl yn cael eu cyfaddawdu gan ddatblygiadau mewn lleoliadau eraill. Yn ein barn ni, nid yw gwneud dim yn opsiwn cynaliadwy nac yn llesol i fuddiannau tymor hir y clwb.

Bwriad y Grŵp Technegol oedd cael arddangosfa gyhoeddus yn Ionawr 2008 pan fyddai canfyddiadau'r ymgynghorwyr yn cael eu rhannu â'r aelodau a'r cyhoedd.

Oherwydd amgylchiadau na ellid eu rhagweld, mae'r arddangosfa bellach wedi ei threfnu i gael ei chynnal ar Fawrth 6 ed , 7 fed ac 8fed yn Neuadd Dwyfor, Pwllheli. Mae'r arddangosfa'n canolbwyntio ar roi diweddariad ac ar ddynodi'r camau sydd angen eu cymryd i wneud cynnydd pellach.

Ein bwriad yw rhoi cyflwyniad cyn yr arddangosfa i'r aelodau ar Ddydd Mercher, 5 ed Mawrth, am 1930 o'r gloch. Bydd tîm CHP ar gael i ateb unrhyw gwestiynau fydd gennych chi. Fe fyddwn ni hefyd yn cynnal cyfarfod yn Y Clwb ar ôl yr arddangosfa ar ddyddiad cyfleus i'w drefnu.

Rhaid i ni bwysleisio, fodd bynnag, bod y cynllun yn parhau i fod yn ei gyfnod cysyniadol a bod llawer o faterion technegol, gweithredol ac ariannol eto i’w datrys. Yn ystod cyfnod nesaf yr astudiaeth, rhaid i’r ymgynghorwyr ystyried yr achos busnes, canfod rhaglen weithredu, ystyried materion gweithredol ac wrth gwrs, rhaid i’r holl gynllun gael ei brofi’n gynaliadwy.

Ceir gwybodaeth am yr arddangosfa ar Wefan y Clwb cyn gynted ag y bo’n ymarferol bosibl.

Byddwn yn darparu rhagor o wybodaeth wrth i’r cynllun fynd yn ei flaen a byddwn yn ymgynghori â chi ar bob cyfnod. Wrth gwrs, bydd ein cynrychiolwyr ar y Grŵp Technegol yn parhau i hyrwyddo lles Clwb Hwylio Pwllheli ac, yn allweddol, disgwyliwn y byddwn yn dal i weithio i symud y cynnig yn ei flaen gan sicrhau y bydd y Clwb yn cael budd o’r cynllun hwn pan gaiff ei wireddu.

This update Report has been prepared by
and reflects the views of the PSC members

of the Technical Group.

It has been a year since we presented to the Club our vision for the development of a Sailing Academy which embraced the core business elements of Visitor Berths, Events, Education and Training.

We had, for a long time, acknowledged that the events and training business had grown beyond the limits and expectations of the original building design. Our aspirations included improved club facilities so that we could adequately cater for the existing and proposed increased demands which are being placed on the building. This included the important need to provide suitable and improved facilities for our members.

We had established a wide, broad based support for the development from within the community, Gwynedd Council and Welsh Assembly Government. We have demonstrated that the scheme dovetails into numerous policies and strategies which provide wide ranging support for the proposal and potential funding opportunities.

A Technical Group, with representatives from all participating organisations, has been working to advance the scheme. The Pwllheli Sailing Club representatives on this Group have taken a proactive role and during all meetings and consultations they have strived to maintain the scheme within our original vision.

A report was commissioned by Cyngor Gwynedd regarding the technical feasibility of providing the necessary visitor berths and pontoon infrastructure. The report has shown that with the necessary engineering works the proposal is technically viable.

Based on our original vision Cyngor Gwynedd prepared a brief, with input from WAG and the Technical Group, for consultants to prepare concept proposals for an Academy and Events Centre. Marina Projects Ltd, a specialist firm in marina and waterfront development has been commissioned by Cyngor Gwynedd with assistance from The Welsh Assembly Government to explore all of the options available and to establish the viability of the project. The consultants are supported by Morgan Carey Architects who undertook the redevelopment at Hayling Island Sailing Club.

The Technical Group has now approved the ‘Vision Statement’ and ‘The Statement of Objectives’ and these are attached. We would urge you to read these to understand the wide reaching objectives of the proposal.

Following approval of the Vision Statement & Objectives a number of possible options have been developed: these range from “do nothing”, extend the existing Club facility through to construction of a new building in different locations. The Marina Projects team has also undertaken an objective and robust appraisal of each of the options against criteria arising from the agreed Vision Statement.

Marina Projects Ltd presented its interim report to the Technical Group on 13th February. It is extremely encouraging and confirms that our original ideas are worthy of further detailed study and scrutiny. Despite our expressed opinion that other options for the positioning of the building are more suitable for the scheme, Marina Projects Ltd has presented a compelling case, with valid reasoning, that the project would be better served with a new Club building in an alternative location. They are recommending a building located with a direct relationship to the beach access and with the club room on the upper floor to take full advantage of the views over the beach and sea as well as the Harbour and marina. This is their professional and independent opinion.

We appreciate that this element of the project is beyond our existing mandate and might be considered to be radical but it will have many advantages to our members and could provide us with financial security for the future, with identified additional income streams.

Marina Projects Ltd has acknowledged that a substantial events market exists and Pwllheli has a strong reputation, particularly for hosting dinghy events arising from the natural advantages of the location. Marina Projects Ltd recognises the potential to expand this market but it will require investment in infrastructure. Without that investment our existing business and potential opportunities might be compromised by developments at other venues. It is our opinion that to do nothing is not considered a sustainable option nor in the long-term interests of the Club.


It had been the Technical Group’s original intention to have a public exhibition in January 2008 when the findings of the consultants could be shared with the Club members and public. An unforeseen delay has meant that the exhibition has now been scheduled for March 6th, 7th and 8th in Neuadd Dwyfor, Pwllheli. This exhibition is very much focused on providing an update on progress to date and identifying the next steps.

It is our intention to have a pre-exhibition presentation to the members on Wednesday 5th March at 1930hrs. The PSC team will be available to answer any questions that you may have. We will also hold a post exhibition meeting at the Club House at a convenient date to be arranged.

We must, however, emphasise that the scheme is still in concept stage and that there are many technical, operational and financial issues yet to be resolved. In the next phase of the study the consultants must test the business case, identify an implementation programme, consider operational matters and of course the whole scheme must pass the test of sustainability.

Information about the exhibition will be featured on the Club Web page as soon as practicable.

We will provide further information as the scheme progresses and will consult with you at each stage. We will, of course, continue to promote the interest of Clwb Hwylio Pwllheli Saling Club through our representation on the Technical Group and we expect that our key role in driving the proposal forward will be maintained enabling the club to become the beneficiary of this scheme when it comes to fruition.
