GUIDLINES 2009 SAFETY FLEET AND SUPPORT BOAT BRIEFING DOCUMENT INTRODUCTION CROESO - Welcome to Clwb Hwylio Pwllheli Sailing Club. CHPSC would like to thank all of you for supporting the Safety team. Without you, the event would not function. ARRIVAL Attached you will find a site plan showing the location of car parks, dinghy parks, trailer parks, etc. Please help the marshals and organizers by ensuring that your boats, trailers and cars are put in the right place. Please keep your car and trailer clear of the slipway areas until you are ready to launch. REGISTRATION All official Safety Fleet RIBs and unofficial support boats must register at Registration. You will be asked that your RIB is in appropriate condition to perform its safety role and that it has the following equipment on board.
We require all Safety Boat drivers to hold RYA Powerboat Level 2 certificates (except under special circumstances) and will need to certify that you comply. This is for both quality and insurance purposes. You will also be required to tally each day when you go afloat. Rib Launching / Recovery This is by tractor only (with authorized driver) on the Pwllheli Marina slipway. After Registering your Rib you will be issued with a:- Trailer Number (need to attach to trailer winch) Trailer Reminder Number (need to attach to rib keys) Fuel Card (if applicable) All Ribs will be launched before the Championship if possible, with late arrivals early Morning on registration day. Having launched your boat, please take it to your designated mooring next to Versa Dock. RIBs should not be left moored at any other location. A CHPSC Dory is available to ferry to access and egress the floating pontoon. Please leave the Dory under the bridge. Your trailer should be left in the designated Rib Trailer Park with the Trailer Number attached on the winch. MOORING Because of the number of RIBs expected, all official Safety Fleet RIBs will be provided with overnight moorings at the side of the Versa dock (see the attached diagram). It will not be possible to bring RIBs ashore each evening. Please ensure that your insurance covers overnight mooring. The club will endeavor to provide support RIBs with moorings. The ESO will provide details. Otherwise, support RIBS may make their own arrangements with the Pwllheli Marina. TRAILER PARKING Having launched and secured your RIB, please immediately take your RIB trailer to the trailer park which will be located in next door to the Dingy Park. Please park trailers tidily. RECOVERY AT THE END OF THE EVENT Details for the recovery of RIBs will be confirmed at Friday’s safety briefing. With a large number of RIBs to recover, we will have to have to operate some sort of queuing system. We will give priority to the official Safety RIBs. A CHPSC Marshal will be standing on top of the slip Please give the Marshall your Trailer Number The Marshall will contact Tractor in the in the trailer Park The Marshall will have a make a list as the ribs arrive to recover the boat The tractor company will only recover the boats on the PSC Marshall queue list. Boats will be left in the yacht compound – please do not block the compound and trailers when recovering your rib. Please ensure trailer lock / wheel clamps are off on the last day of racing. TALLYING The entire Safety Fleet and all Official Boats, both skippers and crews, are required to tally at the daily Safety Briefing. This will be by signing the Call sign and Safety Fleet List. If, for any reason, a skipper or crew misses the briefing, the list will be transferred to the Race Office where it will be available from xxxx to xxxx, when it will then be transferred to the SO’s boat. At the end of each day, all skippers and crews must sign off in the Race Office. If you were issued with a radio for the day, you will not be allowed to sign off without returning the radio for charging. ON THE WATER RACING AREA The racing areas will be in Tremadog Bay. Please see the Sailing Instructions for charts indicating the racing areas. NB. Classes will be assigned to course areas each day. LOCAL HAZARDS At the Safety Briefing on Sunday, we will use a chart to explain the local hazards. Please note to leave the marina:-Boats should cross over to the trots opposite the fuel pontoon until the port marker then cross over to the Starboard hand mark indicating the is a half tide wall in the channel – do not cross over the wall. The launching beach can be very shallow and Ribs should not be driven into the shallows. Please ensure that you are familiar with the local surroundings by studying a chart. Attached LOCAL REQUIREMENTS The harbor operates a 4- knot speed limit including the entrance channel, and inside the yellow buoys off the beach, which is enforced by the harbor master. The maximum fine is £2,500. LUNCHES (if applicable) Two packed lunches will be provided for each Safety Boat. These may be collected at the daily Safety Boat briefing. CASUALTY DELIVERY Casualty and Emergency delivery is to the MARINA FUELLING PONTOON VHF RADIOS Each course will be using a different channel as its working channel – you will be issued with a Call sign and Safety Boat list on which the various radio channels are noted. Radios will be provided to some of Safety Fleet. If you are allocated a radio, they will be issued to you each day at the safety briefing. When you come ashore, you MUST RETURN the radio to the Race Office for charging overnight. PLEASE DO NOT TAKE THEM HOME OR FORGET, as otherwise the following day’s safety may be compromised. REFUELING Please arrive at the event with full tanks. Each day after the fleet is ashore, RIBs will be refueled at the Yacht Haven refueling berth which is at the head of Pontoon G. Fuel will only be issued against a pre-authorized Fuelling Pass, which will be issued to each boat at the Safety Briefing. NO FUEL WILL BE REIMBURSED, EVEN AGAINST RECEIPTS. You can fill your tanks after the fleet is ashore on Friday evening, so you can arrive and leave with full tanks. MOTHERSHIP (if applicable) When a Mothership is in use a safety rib should tie up on the tie-up mark (or anchor). Competitors will be ferried to Mothership via another safety rib. CSL will issue a rota during a championship. GENERAL DUTIES The organizational structure of the safety fleet will be as follows:- PRO Ultimate Responsibility for safety ESO (Event Safety Officer) Management of safety fleet, and operationally Responsible for safety on the water CSL (Course Safety Leader) runs the safety fleet for each course. Prime contact point For safety boats. Safety Boats Allocated to a course. Report to the CSL Notices for the Safety Fleet will be posted on the Safety Fleet Notice board. There will be a daily Safety Fleet Briefing before sailing each day at 0830 in the Marquee. The Safety Fleet MUST be afloat from **** each day, ready for the competitors to start launching at ****. PLEASE BE PROMPT. This means that you will need to be getting the RIBs from the pontoon soon after the conclusion of the daily Safety Briefing. At the initial Safety Fleet Briefing on Sunday, you will be provided with a laminated sheet showing the call signs of the safety boats on the course to which you are allocated, brief instructions for fog, heavy weather, emergencies, etc., details of HW times, waypoints and other useful information. You will be allocated a position to assume during races, a unique call sign, and any special responsibilities at this briefing. SPREAD OUT ON THE LEG AND STAY ON YOUR DESIGNATED LEG, PLEASE WE WILL HAVE SWEEPERS TO TAKE CARE OF THE TAILENDERS SPREAD OUT ON THE BEAT AND RUNS = COVER THE FLANKS There must be a minimum of two competent adults in each RIB, one of whom must be dressed to enter the water to help any competitor in difficulty. RIBs must not be overloaded and it is expected that the maximum crew on the smaller RIBs will be two and on the larger RIBs (>5.0m), three. The RIB must be able to accommodate three rescued sailors. A number of parents have volunteered to help. They will be at the briefing on Sunday, when final allocations of crews to RIBs will be confirmed. In the event that a competitor has to abandon his boat, tie a piece of the plastic streamer provided to the pintles to indicate that the sailor has been removed from the boat to safety. Because of the distance to the sailing areas, and the local hazards, no competitor may sail unescorted between the shore and race area. Towing will only be permitted when Flag T is flown, or on the instruction of the PRO or ESO. All RIB crews are required to wear life jackets at all times and to use the kill cord. It is strongly recommended that you do not smoke on board a Safety boat. Except when performing a rescue or recovery, all safety fleet boats must keep 50m outside the course. On the beats, this is 50m from the extremity of the lay lines.
